Piney Point buyers usually walk in with two numbers in mind. The first is the Zillow average for the village, which sat at $3.38M as of 3/31/2026. The second is what they actually see on the market, a median list closer to $4.74M in March 2026 with a median 88 days on market. The gap between those two numbers is not a taste premium. It is the price of not standing in line behind the Memorial Villages Water Authority.

That is the argument of this piece. In Piney Point Village, the rebuild-versus-buy-existing decision is really a decision about who absorbs permitting risk, tree risk, and carrying cost during a build cycle that starts before the city ever issues a building permit.

The gate most buyers do not see until closing

Piney Point does not sit inside the City of Houston. It is one of six incorporated Memorial Villages, chartered in 1955 specifically to preserve residential character and avoid annexation. That distinction changes the permit path in one concrete way.

Before Piney Point Village will issue a building permit for new construction, Memorial Villages Water Authority must first grant water and sewer capacity for the address. MVWA serves Piney Point, Hedwig Village, and Hunters Creek Village. The authority is not required to provide capacity beyond what exists at the time of application. That single sentence, buried in the MVWA availability application, is what separates a Piney Point rebuild from a Memorial-proper rebuild where Houston's Public Works handles service connections through its own process.

The applicant must obtain approval from MVWA granting water and sewer capacity before a Building Permit will be issued.

Layered on top of MVWA are the city's own reviews. A new-construction packet in Piney Point requires a height certificate, a drainage acknowledgement, a tree disposition plan reviewed by the City Urban Forester, sprinkler review, and inspection scheduling. Construction hours are limited by Sec. 10-1 of the city code, which prohibits building activity before 7:00 a.m. A Certificate of Occupancy is required before any storage, not just habitation. None of these are exotic. They are, in the aggregate, a longer runway than the buyer priced in.

What the price gap is actually measuring

Set the two numbers next to each other again. Existing-stock average around $3.38M. Median list around $4.74M. Broader Memorial homes went pending in a median of 32 days in March 2026. Estate-tier Piney Point homes sat 88 days on market that same month.

The $1.36M gap is doing three jobs at once.

The 88-day median matters more than it looks. In a segment where finished estates take almost three months to move, an experienced buyer's agent can trade time for terms. That leverage evaporates the moment the buyer decides to build, because now the seller of a large lot is negotiating with someone whose alternatives are limited to other large lots inside the same jurisdiction.

Three pockets, three different math problems

Piney Point is small enough (population under 3,000, roughly half a square mile of buildable area) that block-level differences matter more than they would in a larger neighborhood. A few pockets illustrate the point.

Tynewood. Interior streets, mature canopy, lots trending larger than the village entry level. Rebuild math here is dominated by the tree disposition plan. Removing or relocating heritage-scale live oaks is not a checkbox. The plan is reviewed by the city forester, and the city has held Tree City USA recognition for 14 running years, which is not decorative. It signals an enforcement posture that constrains footprint decisions before an architect is hired.

Windermere. Estate lots on the larger end of the village range, some approaching an acre. At this scale, landscape carrying cost of $2,000 to $5,000 a month during a two-year build is real money that never appears in the pro forma comparison. A buyer who solves for total cost of ownership, not just acquisition price, often finds the existing-estate path cheaper by the end of year three.

Entry-band Piney Point. Lots in the 21,000 square foot range, closer to the village's $1.5M lower bound. At this end, the rebuild math is more competitive because the underlying land cost is closer to broader Memorial. But the MVWA capacity risk still applies, and it applies without regard to lot size. That is the equalizer.

What surfaces in the transaction

The friction shows up at three points in a Piney Point deal, and it is worth naming them because they are what separate a smooth close from a re-traded one.

  1. Feasibility, pre-offer. Before an offer on a teardown candidate, an MVWA capacity inquiry for the address is not optional. Capacity is not guaranteed.
  2. Option period, on existing homes. Standard TREC inspection scope does not cover the specific items Piney Point cares about most: private-side sewer condition, backflow devices, the height certificate on record, and any prior tree removals that were not documented in a revised tree disposition plan.
  3. At closing and after. HCAD's homestead treatment of a rebuild or major improvement can produce a taxable-value increase that a simple refresh does not. That is a modeling exercise, not a legal one, and it belongs in the underwriting long before the closing table.

The point is not that buying existing is always better, or that rebuilding is a mistake. In some cases, the only home that solves for a specific family's layout is the one that has not been built yet. The point is that the choice is not aesthetic. It is procedural, and the procedure has a price the median list number cannot show you.
